Sometimes, the best way to find a breeder is to talk to someone who purchased a Pug from them. Ask them how healthy their dog is - how old is it? If it's just six months old, you need to find other owners. But if they purchased their dog six YEARS ago, then ask about health, ask if the breeder stays in touch, ask about training and anything else you want to ask.
People who have experience with a breeder can be your best reference for their breeding practices. DO NOT rely on a breeder web site, where people sign a guestbook, because those can be edited very easily. Guestbooks are edited by the owner of the site - do you think they would leave negative comments online? And yes, some will post their own "positive" comments as well. Breeders who are praised too much are suspect as well.
Which is why people who have actual long term experience with a breeder can be your very best reference for buying a new puppy.
